This thesis explores the capacity challenges associated with the use of Health Information Systems (HIS), focusing on the District Health Information System (DHIS2) in Nepal. As DHIS2 is implemented at sub-district levels in line with the decentralization efforts of the new constitution, significant capacity challenges arise, especially at the local body and district levels. The study utilizes data from direct observations, semi-structured interviews, and secondary documents from two districts to identify the limitations and challenges faced in utilizing DHIS2 effectively. Key findings indicate that the current capacity is limited to basic data entry, with a need for further training and infrastructure improvements. The thesis suggests several strategies to enhance capacity, including more training programs, introduction of advanced degree courses in health informatics, and the establishment of a dedicated organization, Health Information System Program-HISP Nepal, to support the government in strengthening DHIS2 capabilities.
